Under the direction of the Staff Services Manager I (SSMI) in the Office Services Unit, the Associate Governmental Program Analyst (AGPA) will function as the Business Operations Analyst within the CalGEM Central District office. The incumbent will perform complex analytical functions related to coordination, development, and administration of the district office procurement, contract management, and community outreach. The AGPA must maintain a working knowledge of statutes and regulations that relate to and/or are administered by the State, Department, Division, and District as it related to CalGEM business operations. The incumbent will work with all levels of staff and is expected to provide consultative services to management or others in the specified areas. The position will utilize a variety of full journey level analytical techniques to inform and advise management, resolve problems, interact with key personnel, and prepare reports. The incumbent will act as the liaison between the District and CalGEM Headquarters, Budget Office, Business Services Office, Performance Review Unit, Information Technology (IT) Purchasing unit, and Accounting Office on budgetary, compliance, and contractual issues. Microsoft Office Suite, Teams, PowerBI, Access, and SharePoint will be used extensively. The analyst must demonstrate a high degree of independence, initiative, written and verbal communication, effective time management, and critical thinking.

Working Conditions

This position is located in Bakersfield and is eligible for a hybrid telework schedule, with employees required to work in-person at 11000 River Run Blvd, Bakersfield, CA 93311 . At least three days of remote work and up to two days of in-office work per week is the available hybrid telework schedule for this position. Alternate work locations will not be considered.
