Position overview:

The Illinois Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Federal Finance is seeking to hire a Policy and Procedure Analyst . The Bureau of Federal Finance (BFF) is responsible for federal financial reporting of the Medicaid Program, Children’s Health Insurance Program (CHIP), and Child Support Program maximizing federal revenue of approximately $20 billion annually. This position will assist in the maintenance of Bureau audit documentation to ensure timely response to internal and external audit requests, and retention of prior audit reports related to federal claiming of Federal Financial Participation (FFP); produce quarterly and ad hoc reports of quarterly claiming of FFP data for leadership; and assist with the review of proposed changes to Medicaid federal reporting and FFP processes. The Policy and Procedure Analyst will also maintain a repository of Department policy and State and federal regulation; follow up on staff assignments; and retain documentation for programmatic responses to inquiries from the legislature and special interest groups.

Essential Functions

  • Under direction, serves as the Policy and Procedure Analyst for the Department of Healthcare and Family Services (HFS), Division of Finance, Bureau of Federal Finance by assisting in the maintenance of Bureau audit documentation to ensure timely response to internal and external audit requests and retention of prior audit reports related to federal claiming of Federal Financial Participation (FFP)
  • Produces quarterly and ad hoc reports of quarterly federal claiming of FFP data for leadership
  • Directs management studies of organizational and federal claiming procedures
  • Maintains repository of Department policy and state and federal regulations for the Bureau
  • Follows up on staff assignments on Medicaid claiming analysis projects related to the agency’s Cost Allocation Plan, new/revised State and Federal legislation, and proposed changes in agency policy
  • Retains documentation for programmatic responses to inquiries from the legislature and special interest groups relating to the Department's Medicaid federal reporting and FFP
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program

Preferred Qualifications

  • One (1) year of experience with federal claiming and expenditure reporting
  • One (1) year of experience with accounting, finance, or management information systems
  • Working knowledge of Medicaid policies and procedures
  • Three (3) years of experience utilizing Microsoft Excel to create complex spreadsheets and information tables
  • Three (3) years of experience analyzing data to evaluate and solve complex administrative, organizational, technical, or operational problems
