Job Description

Job Title: Chief Information Officer/Chief Technology Officer (CIO/CTO)

Location: New York, NY 10007

Position Description:

The ideal candidate will have at least 10 years of executive-level leadership experience overseeing large, complex technology organizations, with deep expertise in modern cloud platforms (AWS, GCP, and Azure) and a strong track record of establishing robust cybersecurity, compliance, and data governance frameworks. An advanced degree in Computer Science or a related field is required.

The CIO/CTO will report to the First Deputy Commissioner and work in collaboration with the Deputy CIO. This individual will provide technical assistance to ITS staff, oversee engineering teams, troubleshoot critical system issues, and make recommendations for system enhancements to agency leadership.

Position Job Duties:

  • Developing and implementing a technology strategy that aligns with DSS's business goals, objectives, and budget.
  • Leading and managing technology teams to ensure projects meet business needs and deadlines within budget.
  • Ensuring cybersecurity measures are in place and managing technology-related risks.
  • Managing vendor relationships and establishing technology partnerships.
  • Attracting skilled technology professionals and fostering their growth, including converting consultant lines into permanent positions.

Experience required

Required Qualifications:

  • At least ten (10) years' experience providing services of a similar size and scope at an executive level of supervision.
  • Extensive experience in tech leadership, software development, and scaling tech organizations.
  • Deep knowledge of architecture, infrastructure, and cloud platforms (AWS, GCP, Azure).
  • Expertise in cybersecurity, compliance, and data governance.
  • Strong strategic planning, financial management, and leadership abilities.
  • Ability to translate complex technical concepts into business value.
  • Experience in vendor management and technology partnerships
  • Proven experience in talent acquisition and development

Education:

  • Advanced degree in a technology-related field, such as Computer Science or Information Technology.
